KANO STATE ASSEMBLY BY-ELECTIONS: ICCES CONVENES, CONCLUDES ARRANGEMENTS, ASSURES ADEQUATE SECURITY, ANNOUNCES MOVEMENT RESTRICTIONS IN KANO MUNICIPAL AND UNGOGO LGA

The Kano State Inter-Agency Consultative Committee on Election Security (ICCES) under the chairmanship of the State Resident Electoral Commissioner (REC), Independent National Electoral Commission (INEC), Amb Zango Abdu, mni met today, 19th February 2026 and concluded security arrangements ahead of the upcoming by-elections in Kano Municipal and Ungogo LGAs State Constituencies, slated for February 21, 2026. The Co-Chair of ICCES, the Kano State Commissioner of Police, CP Ibrahim Adamu Bakori, PhD, sfipma, mnim, mnips, masis, wishes to inform the good people of Kano State that the Command, in collaboration with other security agencies, has put all necessary measures in place to ensure a peaceful, free, fair, credible, transparent, and successful by-elections for Kano Municipal and Ungogo State Constituencies.

2. To maintain law and order during the elections, the Command wishes to inform visitors and residents of Kano Municipal and Ungogo LGAs of the following guidelines and restrictions:

i. Movement Restriction:
Movement of motor vehicles, tricycles, and motorcycles is strictly restricted from 12:00 am midnight to 6:00 pm of Saturday, 21st, February 2026 being the Election Day, proper. Exceptions will only be granted to vehicles on essential services, such as ambulances, fire service trucks, and vehicles of electoral officers and accredited election observers.

ii. Access to Polling Units:
– Only eligible voters will be allowed at polling units.
– Only agents officially identified by INEC will be permitted at polling units.

iii. Prohibited Items and Conduct:
– The carrying of weapons of any kind is strictly prohibited.
– Individuals wearing clothing or carrying items with political party logos or identities will not be allowed at polling units.
– Loitering in or around polling units will not be tolerated.

iv. State Security Outfits:
– State security outfits such as Vigilante Groups, Neighborhood Watch, Hisbah, KAROTA personnel, etc. will not be allowed at polling units.

3. The Command assures the public of its commitment to providing adequate security and maintaining peace throughout the electoral process. Security agencies will continue to remain apolitical, impartial, professional, neutral, and civil in the discharge of their duties. Residents of the affected LGAs and visitors alike are urged to cooperate fully with law enforcement agencies to ensure a smooth and hitch-free electoral process.

4. The Kano State Police Command wishes the good people of Kano State a peaceful and successful by-elections.
